winds really strong enough there to explain this?

It didn't seem like the winds at this place would be any stronger than other nearby areas. I don't know what causes the rocks to move.

Something must move it, so hear my tentative explanation: Some prankster(s) throw a loop of rope around the rock, and then drag it across the surface for some distance, taking care that it erases their footprints (would be easy), finally they remove the rope, and walk away. Any footprints around the new position of the rock can be explained away as being those of the curious.
