I believe that spire is known as The Thumb. From this side is looks like a prominent pinnacle but from other angles the summit looks more rounded. The top can be reached by traversing from Jeff Davis Peak or Wheeler Peak. I'm not sure if there are any technical routes up the face.

Though technical rock routes exist on Wheeler Peak, I'm told they're all chossy as hell. The Thumb is no exception. I've passed right by it.
