The road was passable for passenger cars. I don't think you need 4WD or High Clearance to get to the trailhead unless there is snow on the road.
So is the true high point within the FAA station area?
Maybe. As you walk around the fence you pass by a couple places that are close to the height of the flat FAA area. Use your own judgement about crossing the fence to tag the flat area. I feel like I reached the summit.
