no permit given, however I can't find the photo on the web you mention.
On the other hand, the photo is also to be found on the website of the company where I work, and we do sell quite many mountain boots in Iran. I think our importer use the photo on his web. Maybe that's the reason as well?

Nice image...was the photo taken during the day? I cannot seem to work out the telephoto and shutter speed you would need simultaneously for this image to be captured outside of the daytime light.
