Not a Bench Mark

That is a photo of a Reference Mark (see the label on it). Notice the Arrow symbol in the center, this also indicates it is a reference mark. See the No 1 - this means it is the first reference mark. As a reference mark it has nothing to do with elevation. It is a helper disk, that points a surveyor to the primary monument which would be a horizontal control with a symbol of an equilateral triangle in it's center. Neither this reference mark nor what it points to would be a bench mark. Bench Marks are for vertical distances (aka elevation), and have a crossed slash or a circle symbol in the center - they don't have reference marks like this pointing to them. Often the elevation of a horizontal control is known, but that is not it's purpose.
