It's ice, and it's a particularly good example of "ice wool", as decribed in my Rime & Frost album, to which I've just added this photo.

He's just trolling, but thanks for that link. Very cool.

The day I saw these, I actually thought it was scattered TP myself at first, as this stuff was all around one particular spot. Then I got up close and saw what it really was.
