I have been out there and seen a 'No Climbing' sign near the big main massive rock, and have heard many other socal climbers say the same thing. Have the rules changed? Mormon rocks are legal again?
A few years ago my dad and I were driving around these rocks, and were approached by some ranger guy threatening to shoot us with a shotgun if we weren't to leave the area immediately. Doubt it's changed..

As of 2023...Did not see any "No Climbing" signs on a holiday weekend, and there were people both climbing and driving around the rocks.
