Yes the station is on present-day Ibapah, although Kelsey is slightly off calling it a heliograph, it was actually a heliothrope although the difference is largely technical. It was spelled Ibepah in 1889, and changed to Ibapah by 1944 Survey (therefore, "Ibepah Azimuth" remained unchanged, since the 1944 crew hasn't done any work over there).
