It is located North and West from Cock's Comb, near Owl Creek Pass, between Ridgeway and Montrose.
Maybe someone else knows. I would love to find out.

It is also a very fascinating place. I grew up in Wyoming and enjoyed visiting the tower when I was a kid on a number of occasions.
