Bishop, CA area shuttle/SPer shuttle?

I know there are the 2 business shuttles but looking to cut costs. Will need a shuttle from South Lake to Rock Creek/Mosquito Hiker's Camp on Saturday Sept. 4th. Any SPer's around Bishop want to make $120 for 2+ hours?

ISO Palisades Backpack Loop: Is this insane?

Sierra permits

I'm pretty confused with the online permitting system at recreation.gov.

In one place I read that all permits must be requested online or on the phone and that there are no walk-ins.

When I go to the trailhead listings, under availability it says walk-ins. Tried the ranger station (closed today) and called the number for the permit office provided on the ranger station's recorded message, and that rang for 15 minutes before I gave up. ...
