Might have been the pivot point for a mule-operated mill.

I think it's for collecting rain and accelerating natural stump rot. Some wise guy put a rock in it for grins. Sometimes you can find stumps with crude cross-hatch patterns that do the same thing. Yours shows typical old-world craftsmanship and attention to detail. Perhaps you can sell it on e-bay. Do they use money yet in Poland? Or are they still on the barter system?

How many of these did you find?

It clearly is a salt lick. Used to maintain health in deer and elk populations. Also helps attracting them to a certain area.

That's a good one. Yatsek also proposed the same answer, I believe it's salt. Mihaj's theory might also be true since I found it.
Found only one on my way but no idea if there were more.

But why?
If I...
OK, but...

Stop sucking!
Yes, you
whom the answer was designed for.

(Barter is a method of exchange by which goods or services are directly exchanged for other goods or services without using a medium of exchange, such as money. It is usually bilateral, but may be multilateral, and usually exists parallel to monetary systems in most developed countries, though to a very limited extent. Barter usually replaces money as the method of exchange in times of monetary crisis, when the currency is unstable and devalued by hyperinflation.)
