Here is one theory, based on the idea that it's a holdover from named freeways: "the Golden State Freeway," etc.

In the northeast people say I-95, I-93, etc, but they mostly don't say the I- prefix in Norcal, if I recall correctly. It's just a regionalism, like pop/soda/Coke.

the road is open with some slow downs -
a 4 foot 200 foot wide flood washed a semi hundreds of feet down the road, twisted it like a pretzel-

Yep, a surefire way to distinguish residents of Superior CA from those of The Southern CA.

I was used to saying I-xx but quickly lost that habit here.
