El Cocuy, Colombia VS Cerro Cathedral and Cochama(Arg/Chi)

Sorry for my poor Spanish…..I´ll be in South America next year and will be spending some time in Cerro Cathedral and Valle de Cochama (Chile) for some rock climbing. I´ve found an area in Bolivia, El Cocuy, that seems similar. Has anyone been to these areas and can tell me which ones are the best (weather, rock quality, number of routes approaches, guidebook quality, etc)? I´m interested in alpine rock, preferably not harder than 5.9, ideally around 5.8. Also does anyone know if the El Cocuy area is safe for foreigners? I´ll be there in April.
