Linking URL with highlighted text in message

Is there some way to highlight text in a message such that when clicked will open the link in a new tab/window? I see the URL button (and the mouseover text), but that only works for web addresses. Do I really have to manually enter the code in that mouseover text?

As far as it opening in a new tab/window, I think that's a per-user setting.

I've seen it done at the bottom of this thread how-to-send-html-samples-via-pm-t55082.html, i.e. click those links and it opens a new tab, while the ones on this page do not. Can't work it out myself but in this case it looks like something in the original code, not a user thing.
