Does anyone maintain a list online of summits that require a permit which may only be obtained via lottery, i.e., permits for summits like Whitney and Mt. St. Helens, that can be difficult to get? That would be a very useful database!

I've not run across anything like that. Maybe you should create a page for that. I would be happy to contribute what I know from my little corner of the world.
