I don't think so. That shot was taken at least 15 years ago and there was a little scrawny tree (cherry, I believe) that you could use for a hand hold at the spot you're talking about (gone now). Can't say exactly where the photo was taken, but it was before you get to that spot. I think it was near the huge overhanging rock. I was probably ahead of her at the crux, giving her a hand up.
Yeah, this section is not technically difficult... More like a staircase. Thanks to the hordes of people that continually trample the shit out of this mountain, that tree is no longer there. This isn't the real crux of the route... that comes later in a spot where there are no juggy holds and you're forced to actually use some core strength and sloping holds to get up efficiently.. which most visitors can't do.
So people occasionally tie handlines and fumble through it, pushing each other up it by the ass. I wouldn't call it the "Crux" but rather the "bottleneck". On a warm sunny weekend, there can be as many 20 people lined up waiting to go through this spot. Personally, I walk past them all and go left, stemming up the boulders and up over the top of that spot. I have several times had people complain that I am "cutting" the line...

Same for the other bottlenecks. I just climb up/over them. It's really the most interesting place to hike in Virginia but it's just so damned crowded at times! I love the summit area... some fun bouldering and neat little nooks/crannies to hide from the incessant wind.
