The chat window is defaulting to open about 40-50% of the time I navigate to a new page. Is there a way to lock it out or close it?

There should be a gray arrow on the left-hand side of the bar that you can click on that will close it.

Sometimes it's very difficult to see the little gray arrow..

Especially if you've been drinking, and just had another swig of your favorite beverage.
