Leave it to the press to misquote someone to make headlines. Avy danger is considerable everywhere. Many times in the last 30 years it has been much higher, just not so widely spread. CAIC issued the warning due to the number of people headed to the mountains this weekend, not because the avy danger is extreme. I'm not saying it isn't dangerous to be on avy slopes, just that the headline is misleading.
As for the balloon, seems like a really bad idea to wear a device that forces you into a face down position. Even if it keeps you very near the surface, if your arms are trapped you are still in a really bad way if someone isn't there to dig you out.
