I first saw that comment in "The Complete Walker" pre 1970 edition.
I wore 5 lb boots much of my early backpacking years... but I was mainly on trails. Nowadays, 4lb mountaineering boots seem monstrously heavy to me.

When I'm sidelined by medical issues, I often just climb up and down my stairs. Sometimes I put about 14-24 lbs on my feet; other times I carry a 10lb dumbell in each hand, and do curls and presses for 1/3 the flights. The two situations just feel... really different. I have really sore legs the day after I wear the weights on my ankles, but I definitely feel stable. I actually prefer to carry the weights in my hands, but I doubt that is because of the relative energy consumed.

I wouldn't take this 5 lbs thing too literally. Come on!
It would be still very interesting to find out what's the difference between weight on feet and on back, the same? or 2X difference? 3X difference? This video failed to answer this very interesting question.
