I use both 17 and 22 inch monitors and haven't had a problem displaying your pages on either.
I don't know what the stat is for 2009, but in 2008 around 48% of people used a screen resolution of 1024x768 (generally what 17 inches will give you), so really all pages should be made to view neatly at that res, but should also be presentable at a higher res. In SP terms, this means that anything you post to a page (photos, tables etc) should be no more than 800px wide.
A good tool for checking whether or not your page looks presentable is to use
www.screen-resolution.com. All you have to do is paste your page's URL into the text box, and then select what resolution you want to view it at. Simple!
As for tips, it's not ideal but I often use html tables to help align objects on my pages. You can set a table's width attribute as a percentage, so the table will expand and contract with whatever the resolution of the viewer is. I've found this is particularly useful for displaying horizontally aligned photographs.
Or you could place all your text, photos etc in tables, and then use a tables to define the maximum width you want your page to be, which as said before, should be no more than 800px. I have tried this once here
here, but I'm not entirely sure I'm happy with the result and haven't done it again.
