1. Table of contents: When you edit or create a page, the second option (even above page name) is "Show Table of Contents"
2. CSS: You can simply add an in-line stye section anywhere on your page (all browsers are tolerant enough to parse it even though it's not in the html header). PLEASE don't get too creative though and preserve the basic SP design. If people start changing too much of the SP look and feel it's very likely the ability to add CSS will be taken away altogether.
