I seem to recall this happening if one used 'th' for each element in a row instead of 'td'. Check something like this to see if you are using the right bits of html.

If there is a mistake on any photo id number (i.e. the photo id entered is actually an id for a different object) in the table (or any other object), another photo moves up to the previous section. It's a pain, but you may have to check all your photo id numbers entered on the page.

This is correct. I've seen this occur a number of times. Often it's because someone added an extra number to a photo ID.
