I was out there two weeks ago and although not at the location you mention, I noticed the Virgin River looked much lower than it did this time last year. Also, some small streams that were flowing this time last year were totally dry this past time around.

The river was no problem, albeit freezing cold! My shitty little Vibram FiveFingers enjoyed the fjord. :)
