Maybe you're thinking of the fee? Between Nov 1st and Mar 31st, a permit is required, but, if I'm reading this right, the permit is free. You only have to pay from Apr 1st until Oct 31st, but you always have to have a permit. Or... it could very well have been the way you remember it, and they changed it and just don't acknowledge that it was ever any other way (i.e. we have always been at war with Eastasia). I'm trying to restrain my snark about the $7 service fee that is non-refundable in the event of an unannounced closure for which the page tells you to "plan accordingly." Harumph.
(Honestly, that whole page could be written more simply; I read legalese pretty fluently, and I had to read parts of that page twice.)
