I recently relocated to the area (near Mount Baker) from Montana and am wondering if anyone publishes trail maps (other than the USFS) for this area? Is there something similar to what Beartooth Publishing does, except for the Pacific Northwest?

Yes...the National Geographic Trails Illustrated Maps cover most of WA (strangely enough they don't cover much of Montana).
Some of them are larger scale than others but for planning purposes they are all excellent.
Here's a link to one of them

ITMB makes a pretty good one of the Mt. Baker area

also
Geo-Graphics maps used to make some good climbing maps of some of the NW volcanoes. Not sure if they have a website or are still in business.
You can probably find their maps online (used) through various sites.
