When we drove up to Birdspring Pass from the west in winter, 2005, there was no way anything short of 4x4 and high clearance could make it up the road. The washout we encountered may have been fixed in the interim, but that road is a mild disaster waiting to happen. Much of the road is sandy, and there were more than a dozen slumps and cracks starting at various places that needed keeping an eye open. I'm not suggesting a standard 2wd vehicle can't make it, but one shouldn't be surprised to find they can't at any given time.
