Actually, a road once led up to the lookout but when the lookout was removed, the road was bermed (repeatedly) and left to return to nature. This is the largest part of the road and if you look closely, you will see the beginning of a zillion trees that have fallen down and blocked it. You wind your way through the trees, or bypass them via short detours on one side of the road or the other.
