Looks like volcanic tuff formations, which are sprinkled throughout the area. Check the Wheeler Geologic Area and Rio Grande Pyramid pages for more bizarre stuff like this.

This stuff is awesome. That one looks so much like the side profile of a human head with neck, chin, nose, and hair all distinct! Thanks.
