Horsetail
Probably wood horsetail, Equisetum Sylvaticum.

Horsetails are real oddballs, in a class by themselves distinct from mosses, ferns, angiosperms, and conifers. A bit more info is available at the National Equisetum Collection. Wikipedia has a good description of their unusual anatomy.

Have you located any of this in the Whites?

This was the first time one of these caught my eye, but that doesn't exclude the possibility that I've seen it before (ie, in the Whites).
I'm pretty sure I've seen common horsetail before, but not sure about the species shown here.
The USDA lists about a dozen species of horsetail in New Hampshire, and only one of them is listed by the state as rare, so the rest may be common.
