Might be but such things can be very tricky - see my question & the reply here
To me--I'm no expert, actually barely passed Biology at school:) --it looks like Lycopodium, perhaps this:
fir club/Lycopodium selago/garbhag an sleibhe/rough one of the hill

And have a look at this this (type lycopodium)
