Interesting summit plants growing round the rocks looking like a small version of a desert scenery with cacti growing around the rocks.

To me--I'm no expert, actually barely passed Biology at school:) --it looks like Lycopodium, perhaps this:
fir club/Lycopodium selago/garbhag an sleibhe/rough one of the hill
And have a look at this this (type lycopodium)
