Not sure what the shelter cabin is really for, but I suppose if you didn't have any gear with you, it would be a place to get out of the weather. There are a plethora of nice, flat camp spots around the shelter, though. The two seasonal streams are also near the cabin, but dry up early (usually dry by the end of June).
