This looks like

an ancient, extremely eroded volcano from the air. I drove by to take a look last May when I had occasion to be in Chico and the rocks looked like old basalt. I couldn't find a way in that wasn't private property, though. Looks like you figured out a way!

Yes, they are the remnant of a volcano and when I was flying out of Sacramento this past monday, the plane flew right over them and it was an interesting view. Thank you for the comments.
