Hasn't voted | I'm not an expert but this looks like the classic signs of a circumhorizontal arc. They are not uncommon and are formed from the hexagonal faced plate crystals in cirrus clouds of the troposphere regions. The most common atmospheric optical effect is a 22ยบ radius halo.
