Scott - where did you get this information from? The only illegal climbing in the park is of the sort that (1) involves arches and (2) one that involves hammering. This one reportedly has a clean aid route on it. I'm curious since it does look like an interesting tower.
I've seen this referred to as (another) Devils Golf Ball.

It is definately illegal to climb Balanced Rock and has been for quite a while. Here are the park regulations directly from the National Park Service (see under closures #2):

NiceWas quite impressive when I was underneath it but the tiny bit of rock that it's attatched to worried me. Loved the view.
