Collaborative edit feature

The idea is that each section of a page has a checkbox to indicate if it can be publicly edited. "Public" means by a user with some minimum threshold power point. This way pages can be more collaborative, but only if the owner allows it. Some owners might lock down "Overview" but leave Getting There and Route sections open.
