YaretaThe plant's name is yareta.
They're pretty common at higher elevations in the area.
Yareta is actually very important to many of the indigenous people of southern Peru--when i was living in a Quechua settlement on the south slopes of Coropuna a year and a half ago, i learned that it is their primary source of fuel for fires. If you kick over a yareta plant and break off the green outer, the interior is a dry, dirty wood. It actually burns surprisingly hot and long.
And great shot--i'm really excited about your Cerani page, and can't wait to get there in five or six months.

Nice imageI saw this image in your gallery and it reminded me of a moss covered boulder that I walked past about 6 weeks ago (which was in Sajama National Park, Bolivia). Certainly the same environment as your Arequipa shot. Thanks for sharing.
