What is the white ring around the lake?

White ring

It is an artificial lake, so I am pretty sure it marks the highest level of the water table. The picture was taken in autumn when the lake is close to empty. In spring, when snow has melted, the lake is full and no plants can grow on the sides of lake. Therefore the rock is white.
