Schoeller is the preeminent manufacturer of such fabrics, and there are a lot of manufactures that make pants with Schoeller as well as manufacturer who use their own proprietary version. Look at Patagonia, Black Diamond, Rab, Outdoor Research, Lowe Alpine. Too many to mention.

Yes, but some materials dry faster than others.
