I am trying to delete a fake profile, but wasn't able to do so. This fake profile tried to send me a solicitation for a "project". Not related to mountains. Fraudulent account.

I think he is at least half deleted because I didn't get him in a search. When I click on the link you provided, the white box to the left of the delete user button is blank and this space usually is filled with the person's name. When I clicked delete user, it didn't do anything and didn't give me any error message.
