You will get many different answers as people's tolerance to cold can be quite different. I just returned from Orizaba on Saturday. I wore my regular leather hiking boots up to 15.5K feet and then put on my La Sportiva Nuptse boots from there to the summit. My feet tend to be cold so I would never be caught up higher than 15.5 without my Nuptses.

It all depends on the weather and the person's tolerance to cold. I guess my philosophy is I would much rather have hot feet than cold feet.

Good luck.
