Mandatory guide policy for all high volcanoes in Ecuador

My wife and I went up to Cotopaxi on Friday (December 14,2012) and were informed that you now MUST hire an Ecuadorian guide to climb regardless of your experience. I used to guide on high 6000m+ peaks in Chile, worked as and ice climbing and glacier guide in AK, and have American Mountain GUide (SPI) certification (which I showed them at the park entrance)-all to no avail.
I am furious about this and surprised that there isn´t more information about it on summitpost. I would never have spent $1500 on airfare to come down here had I known about this policy.
Please spread the word that Ecuador is no longer a place to climb for independent climbers.
