Nepal Climbing Permits - What Am I Missing?

I am planning to head to Nepal for some climbing next fall. I want to climb on smaller peaks (under 7K) and don't want to climb with more than one or two partners, so no organized groups. All the information I've found online has been cryptic, or more likely, I'm too dense to understand. My research has indicated that most peaks under 7K are permitted by the Nepal Mountaineering Association, and it appears that they only have about 30 for which they offer permits. Of course, that leaves 100s of peaks for which they don't offer permits. What about the other peaks? Is there a definitive resource for all things permits related? Can anyone straighten me out?

nepal mountaineering association have 32 peak. they issue permit of those peak
other remaining peak permit issue by nepal government
.
which peak you want to climb and which time i will tell you details of that peak.
with out guide is not possible to issue permit
they need photocopy of licence to issue permit.
