The High Tatras, definitely; there were lots of people on all the marked trails. I believe there are two reasons for that.

First of all, the Tatras are pretty small but attract lots of visitors; secondly, the rather limited number of summits that are accessible on marked trails (and the regulations that stipulate that most hikers are not allowed to go elsewhere) serves to concentrate peak baggers on these few.

After the High Tatras, I went to the Western Tatras. They were popular too (and as far as I know, the restrictions are the same), but I found the area not quite as busy as the High Tatras.
