WW2?Of course, I'm not sure at all and don't want to step on anybody's toes, but... spanish refugees entering France during the Second World War? I think this might take place a little bit earlier, in 1938. They might be fleeing the Bielsa area just before its fall in the hands of Franco's army...

Re: WW2?I agree. The sign in the photo says "Arreau - Cadeac", a logical transit point if you took the A-138 from Bielsa. (Maybe the A-138 didn't exist at that time, but the pass was surely there... today it's a tunnel, but it looks like there's a route by the Pic de L'Aiguille, a spot called "Port Vieux"... I can even see trails in the satellite view) About 5000 civilians crossed the border, mostly in April, 1938.
