I thought about this too (in context of desert towers here in US) but decided that there's too much uncertainty. Specifically:
1. heights of towers are largely gross estimates (in guidebooks & most towers are not resolved on topo maps)
2. distortions due to perspective (looking up at it from base vs. from significant distance)...that could be estimated out to some extent
--> apples to apples comparison is not likely to happen.
True ! precision is almost impossible to get but we can try to give an approximate idea that could be, in any case, revealing.
In my first photo the DT should be 80% of the image.

I don't undertstand the aim of the game. Would you like to do a visual comparison between two mountains (well known and not) having approximately the same height (Crozzon and El Capitan) or what ? Is the ratio referred to the size of the photos combined with the height of the summit ? Torre Trieste and desert tower do not fit this requirement. Please let me know, I like to play !
The aim should be :
what could we see if the 2 mountains were placed beside ?
My first attempt (Torre Trieste & Devils Tower) was made approximately, so that Devils Tower could look higher than it really is, should be about 1/4 of Torre Trieste
The second one says that the Crozzon wall doesn't have to envy the El Capital wall
... The picture I added it's a little 'revenge' against the friends from northern Italy, that usually underestimate 'our' mountains...
