It took about 2.5 hours to get to the lake from that saddle. They do have some military training done in this area, so they recommend calling the Fort Richardson Military Police to check if there is anything going on. The phone number is 907-284-0823. There was a Blackhawk helicopter running around through Snow Hawk Valley the morning that I was heading out.
