It is the Solderner Glacier Road ( http://en.wikipedia.org/wiki/%C3%96tztal_Glacier_Road ) the second highest paved road in the Alps. It is mostly used by tourists is summer when there is no snow present. To be honest I haven't seen a single person on it in the week I was there. It is probably only used for supplying the Glacier restaurants in winter
