Here are two images I remember as being some of the worst I've seen on SP. This one. And this one. Unfortunately that page is full of those DV-captures.
I think the issue with photos getting no votes is down to their accesibility if you will. If you click some gallery name, say 30 pics come up, you look at the ones you like, or that require enlarging, and maybe vote for them. You don't bother voting for ones you're not even going to enlarge, which goes for a large proportion of pictures. Also there's the factor of how many albums etc your pics are in, whether your pages are children/parents of other pages even. I'm all for informational pictures btw, or ones that give a larger scope to a place. Just looking at endless pictures of some snowy peaks can get you a little desensitised after all.

NeatNeat idea. I´m sorry if somebody can sense ofended; but in my opinion the attaching must be done by the authors of the pics.
