Just a couple of updates for this report, which is now 3.5 years old. If you go all the way to the end of the Gorge trail, right above the Upper Falls, you can park there, instead of having to backtrack (although on the return you will have quite a bit of stairs to climb).
You noted that this wouldn't be a good place for children, as of now there were no sections that didn't have walls or fences.
Also, you can now no longer go right down to the Lower Falls without breaking park rules. The section of trail going down near there has been closed off and is slightly overgrown (but still accessible).
