No idea either

I've seen these things on other peaks around the western US. I also have no clue as to their purpose, but my guess would be that they are all now-obsolete remnants of Cold War-era defense systems for Armed Forces.

radio reflector

There must be something down in a nearby valley, facing this thing, that needs fairly high-bandwidth communications. You'd bounce a signal (usuually microwave) off this thing to/from an active relay station (usually a big antenna on top of a mountain) when the station doesn't have direct line-of-sight to the target, usually because there's a mountain between the target and the station.
